Integrated Award Environment
The General Services Administration (GSA) manages the Integrated Award Environment (IAE) as a part of a Presidential E-Government initiative.
The IAE has combined around 11 separate systems and pages into five (5) since 2023.
The current IAE systems are:
- Contractor Performance Assessment Reporting System (CPARS)
- Federal Funding Accountability and Transparency Act (FFATA)
- Federal Procurement Data System (FPDS)
- Electronic Subcontracting Reporting System (eSRS)
- System for Award Management (SAM)
SAM will eventually house all of these systems.
Contractor Performance Assessment Reporting System (CPARS)
CPARS is a good market research tool for federal officials gathering information about a particular vendor.
CPARS merged with the Past Performance InformationRetrieval System (PPIRS) and it contains Federal Awardee Performance and Integrity Information System (FAPIIS) data. These were ways that agencies looked into past performance and vendor ethics.
When a contracting officer creats a record within CPARS, the system sends a notification to the vendor. The vendor can then look into what was said and respond if they find the review unfavorable.
Each report is meant to be accurate and completed around the time the vendor has completed the work. These are useful not only for contracting officers, but if a contractor has performed well, they are able to use these reports within their proposal.
The information inside of CPARS is considered to be "Source Selection Information," which means that not everyone is afforded access to your past performance information. The agency that created the data is able to release this apst performance information the vendor is allowed to see this information as well.
