DLA's Internet Bid Board System
The Defense Logistics Agency (DLA) has a web-based application that it also has access to when procuring items. This system is called the DLA’s Internet Bid Board System (DIBBS) and is used for requests for quotes (RFQ), requests for proposals (RFP), and invitations to bid (ITB).
Within DIBBS, any user can search by specific criteria or even by keyword text within the documents.
DIBBS also has an award search through their Awards section that allows you to perform market research or find potential vendors that carry the parts you do wish to sell.
Register in DIBBS
Most users can use DIBBS without registering, but some solicitations will require that they are submitted through the system. This makes it easier for the contracting officer to process this information and for an awardee to be processed since it goes through a more automatic process.
To register within the system, a company must have an active SAM registration with a CAGE code. The CAGE code is how your company will be found and used, especially within the Department of Defense (DOD) and its subagencies.
When registering within the system, a postcard will be sent to the physical location set within SAM. This will have a code attached to it that the user will need to use to create the primary organization account.
Once they follow through with this account creation process, they can now add other users to the CAGE code for the organization that can use DIBBS while logged in as needed.
Joint Certification Program (JCP)
One of the main reasons for creating a DIBBS account, other than for bidding on select opportunities, is for the Joint Certification Program (JCP).
A user with a DIBBS account may come across specific items that hold technical details. They will not be able to view or access those documents without the JCP. Once this process is completed, a new area called cFolders will appear allowing one Data Custodian access to these files to use them properly.
Only citizens of the United States or Canada can proceed with the JCP process and become the Data Custodian of their organization.
